LOCC discrimination of two Bell states

Two parties can distinguish $|{\Phi }^{+}⟩$ from $|{\Phi }^{-}⟩$ by both measuring in the Hadamard basis and comparing outcomes: equal outcomes identify $|{\Phi }^{+}⟩$, while unequal outcomes identify $|{\Phi }^{-}⟩$.
