Bounded-norm ideal representatives

If every integral ideal $I$ contains nonzero $\alpha$ with $|N(\alpha )|\le CN(I)$, then $(\alpha )I^{-1}$ is an integral representative of $[I{]}^{-1}$ with norm at most $C$.
